Method Statement (Based on an Office Environment)

We work in pairs as a team.

Two people working together doing one job. One of the team is an electrical engineer whose main job is to carry out the testing. The other's main responsibility is data collection.

1. The first job is to establish whether the equipment to be tested is switched off. To do this the mouse is moved and the engineer will look to see if this activated the VDU and will listen for any activation of the hard drive. A visual check is also made to see if the power light is on. If the computer is still on then, depending on the instruction of the customer, the computer is either powered down by the engineer or not tested.

2. When the computer is off the preparation for testing begins. Files and other items obstructing access to the cable management are moved. The engineer should aim to move the customer's items as little as possible, but allow adequate access to the cable management system. This will allow for as little disruption as possible when the testing is complete.  The aim will be for the customer to be unaware that electrical items have been tested with the exception of the newly applied barcodes and pass labels.

3. At this stage the engineer begins a visual inspection. He will trace plugs to their respective item. While doing this he will visually inspect the cables and items. The engineer will ask the following questions:

  Is the plug ok, not cracked?
  Is the cable securely fixed to the plug?
  Is the cable free from cuts/bends?
  Is the main unit secure and free from obvious defects?
  Are the cables organised and free from obstructions?
  Is the socket firmly fixed?
  Is the item's casing cracked?
 
   
   
   

At this stage the engineer will check that the fuse is correctly rated and change if necessary. Other repairs will take place that have been found as a result of the visual inspection.

4. The item will then be tested using the appropriate equipment. The following tests will be carried out as applicable:

  Continuity Test
  Earth Leakage Test
  Insulation Test

 
  5. If the item has failed then the engineer will take steps to ensure that the item cannot be used before it is made safe or replaced. A red FAIL identification label is placed on the item. Depending on the customer's requirements the lead is either removed or the item moved to an agreed destination. The Team Leader will leave details of the failures with the customer's representative.

6. If the item has passed then a PASS identification label is attached to the item. The labels will be attached in a place which can be easily found (usually the plug), but not distracting to the user.

7. The location and type of item will then be entered into the register.

8. Note that it is the responsibility of the data collection individual to ascertain when they have changed location within the building and use the correct location.

9. When all items at the desk have been tested, the cable management access is closed and the customer's personal items are replaced as they were found. The team then moves to the next desk.

What is a Risk Form?

A Risk Form is a document which is completed by a member of a project to Supply Client with a detailed risk assessment. Risk Forms may be used to formally log any type of risk, however, the most frequent types of risks identified relate to the project.

Risk Forms typically include:

•  Summary project information

•  A description of the risk identified

•  A rating of the likelihood and impact of the risk occurring

•  Preventative Actions to minimize the likelihood of the risk occurring

•  Contingent Actions to minimize the impact to the project should the risk occur

  Standard
To carry out Portable Appliance Testing to the standard of the Health & Safety at Work Act 1974, Electricity at Work Regulations 1989, Workplace (Health, Safety and Welfare)  Regulations 1992, Provision and use of the Work Equipment Regulations 1998 and the  Management of Health and Safety at Work Regulations 1999.
  Activity/Task
1. Make sure all equipment is in good working order and calibration is in date.
2. Only use appropriate equipment, tools and materials that have been set out by  European Union guidelines and British Standards.
3. To evaluate the premises and locate any hazards that could occur during testing.
4. To unplug all equipment that is going to be tested (it is not required to unplug  everything at the same time).
5. A thorough visual inspection, checking for damaged flexes, plugs or equipment  (overheating, burn marks or discolouration), correctly wired plugs with appropriate fuse rating.
6. Series of tests (depending on the class of equipment) that may include earth continuity  test, insulation test, polarity test and earth leakage test.
7. Fill out a register of all equipment and locations with all test results marked accordingly.
